WTO Rules

Regional Training Workshops

The Secretariat plans to continue its assistance to members wanting to operate trade remedies systems. This assistance will provide officials from the investigating authorities with the technical knowledge on how to conduct a WTO consistent investigation for the application of anti-dumping, countervail or safeguards.

Country Specific Workshops

This programme provides more specialized assistance to Members. The issues and workshops are coordinated with government agencies and are tailored to their specific needs.

Other Assistance

Other implementation assistance provided to Members concerns the preparation and review of draft legislations and regulations on contingent trade remedies. This is done strictly on request by the Member desiring to adopt implementing legislation. This assistance sometimes involves at least one mission to the requesting Member.

Seminars on Rules

In order to increase and enhance the participation of developing countries in the activities of the different committees of the rules agreements (Anti-Dumping, Subsidies and Countervail, and Safeguards), the Secretariat will continue to conduct regional seminars on WTO rules. These seminars will improve understanding of Members' rights and obligations and improve responses to their various notification obligations.

Subsidy Seminars

The Secretariat prepares workshops to reinforce Members' understanding of their obligations regarding the notification of subsidies and of the multilateral disciplines applicable to subsidies. The workshops will provide Members with the knowledge and analytical tools necessary to make an inventory of their subsidies programmes and to assess their WTO obligations.

State Trading Seminars

In the area of State Trading seminars will be directed at improving the compliance with Members' notifications requirements, resulting from the Understanding on the Implementation of Article XVII of GATT 94. These activities are also aimed at facilitating developing countries participation in the work of the Working Party on State Trade Enterprises.

Accession Related Missions

The Secretariat will continue assistance to acceding countries to clarify the rights and obligations that they acquire on accession to the WTO.
