Ministers
adopted improvements in the WTO notification procedures, through:
1.
a general obligation of Members to notify policy actions. This obligation
applies only to measures covered by the WTO Annex 1A Agreements. An
illustrative list of policy actions which are agreed to be notifiable
is annexed to the Decision;
2.
the establishment of a central registry of notifications under the
responsibility of the WTO Secretariat. The Secretariat will ensure
that the registry records elements of the information provided on
the measure by the Member, such as its purpose, its trade coverage,
and the requirement under which it has been notified. The registry
will cross-reference its records of notifications by country and obligation.
Information in the central registry regarding individual notifications
will be made available on request to any Member entitled to receive
the notification concerned; and
3.
the revision, by the WTO Council for Trade in Goods, of notifications,
obligations and procedures under the Agreements in Annex 1A of the
WTO. A working group will be established immediately after the entry
into force of the WTO, which will, not later than two years after
the entry into force of the WTO, make recommendations to the Council
for Trade in Goods.
